Kitchen tile floor covered in standing water with swollen lower cabinet bases

Portland sits on a bluff above the north shore of Nueces Bay and Corpus Christi Bay, and at about 43 feet it's high for this stretch of coast. Wikipedia calls it the second-highest bluff on the Gulf Coast. That height keeps most homes well above the storm tides that reach lower towns nearby. It doesn't stop a hurricane from tearing off shingles, breaking windows or driving rain sideways into attics and wall cavities, and that's where much of the water damage here starts.

Our role is limited to the phone call: we're a free referral service, and the actual work is done by independent companies. Call (888) 317-9980, 24/7, to reach a provider that serves Portland and eastern San Patricio County. Many of them handle emergency water removal, drying and repairs.

How the call works: when you call (888) 317-9980, The Restoration Job connects you with an independent restoration provider that serves Portland. That provider inspects the damage, explains the scope and quotes the work. The Restoration Job doesn't perform restoration itself. Read our referral disclosure.

A Bedroom Community Built on the Bluff

John G. Willacy laid out Portland in 1891 on land bought from the Coleman-Fulton Pasture Company. According to the Handbook of Texas, the town grew mostly as a bedroom community for Corpus Christi during the 1960s and 1970s. The 2000 census counted 14,827 residents, and the 2020 census counted 20,383. So a large share of houses here are slab-on-grade homes from the last several decades. Once water gets in, it spreads across the floor and is absorbed into drywall, baseboards and the bottoms of cabinets.

Most indoor water problems in a neighborhood like this start with ordinary household plumbing. A water heater in the garage gives out, an ice-maker or washer line comes loose, or an attic air handler's condensate pan overflows. That last one is easy to miss until a stain shows up on the ceiling. If you find a leak, shut off the water and switch off power to any wet area before you start pulling things out.

What 1916, 1919 and Harvey Did on the North Shore

Hurricanes hit Portland in 1916 and again in 1919. The 1916 storm destroyed Bay View College. In August 1970, Hurricane Celia caused about $1 million in property losses in neighboring Gregory, and San Patricio County was one of seven Texas counties declared a disaster area.

The local National Weather Service office recorded 5.22 inches of rain in Portland from Hurricane Harvey in 2017, along with widespread minor roof damage and many trees and power poles down. The worst damage in San Patricio County was in the eastern half, where more than 8,000 homes were affected. Up on the bluff, the usual post-storm problems are a peeled-back roof edge, soaked attic insulation and ceilings sagging over bedrooms. They need storm damage cleanup and a temporary roof covering before the next band of rain.

Drying Out a Portland House Without Trapping Moisture

Wet attic insulation holds water against the ceiling drywall below it, and a ceiling can look dry from underneath while it's still saturated. On a job like this, a restoration crew will typically:

  • Check ceilings, walls and slab edges with a moisture meter instead of judging by eye.
  • Remove soaked insulation and any drywall that has sagged or lost its strength.
  • Pull baseboards and drill or cut low on walls so air can reach the wall cavities.
  • Run dehumidifiers and air movers, then take daily readings until materials reach normal levels.

This kind of structural drying usually takes several days. Keep a record of every reading. Insurers often ask for it.

Bay Breezes, Gulf Humidity and Mold Growth

The breeze off the bay feels good outside, but it carries a lot of moisture. When a storm knocks out power and the air conditioning stays off, indoor humidity climbs, and damp drywall, carpet pad and particleboard cabinets can start growing mold within a couple of days. Spots behind furniture, inside closets that share a wall with a bathroom, and attic sheathing near an old leak deserve a second look. If growth covers more than a small patch or keeps coming back after cleaning, find and fix the moisture source first, then remove the damaged material.

Low Ground Still Exists Near the Water

Not every lot in Portland sits on top of the bluff, which slopes down to the bay shore, and heavy tropical rain can back up street drainage anywhere. San Patricio County's emergency management office has a floodplain manager on staff. Before rebuilding or buying, look up the property on FEMA's flood map and check with the county. Residents of Aransas Pass and other towns in the eastern county deal with much more exposure to the bay, which is part of why flood insurance decisions vary so much from town to town.

Portland Water Damage Questions

Portland is on a bluff. Do I still need flood insurance?

Elevation lowers the risk of storm surge, but heavy rain and overwhelmed drainage can still put water in a house, and standard homeowners policies generally exclude flood. Look up your address on FEMA's Flood Map Service Center and talk with your agent. Flood policies usually have a waiting period before they take effect, so buying one when a storm is already in the Gulf is too late.

A storm lifted shingles and my ceiling is stained. What should I do first?

Keep people out from under a sagging ceiling, put buckets under drips, and take photos. Arrange a tarp or temporary roof cover as soon as it's safe, because the next rain will add more water. Then have someone check the attic insulation and ceiling drywall for trapped moisture. Wet insulation can keep a ceiling damp long after the dripping stops.

Can I get help from a provider who works in both Portland and Corpus Christi?

Often, yes. Many restoration companies in the Coastal Bend cover both sides of the bay. Call (888) 317-9980 and we'll try to connect you with an independent provider that serves Portland. Coverage depends on the company and on demand after a large storm, when crews may be booked across several counties.
